Will I be homeless? - How abuse in Vallejo threatens our work.

Dear friends,

On April 1st of this year I was offered housing at Marina Tower after being approved by the management and HUD which subsidizes senior housing there. On April 1, 2010, I got a call and was asked to come down and see my new apartment, the one I had been promised on the 11th floor that was now waiting for me to view.

Now it seems that I should have ran down there as fast as possible and leave it at that (I was driving there as we spoke), but I had to ask one question. And that question would usher in one of the most horrendous moments of my life. I simply asked how long would I have to sign the lease from today. Rather that an answer the assistant manager, LaNesha Smith, suddenly hung up the phone on me. At first I thought she went to get the answer to my question. What else might you at first suspect for the silence? So I checked and discovered she was no longer on the line. When I called back I calmly said that we somehow got disconnected and I repeated my question, She began to rant that there were loads of people waiting to get in and since I wasn't interested, she had terminated me. When I replied that just moments ago I said I was interested and already on my way there, she told me not to bother..

I then proceeded to go the office of the Area Agency on Aging across the plaza from Marina Tower to get my caseworker to call LaNesha on my behalf. LaNesha denied that she ever called me at all that day about showing me an apartment. She told my caseworker that she only called to tell me I was terminated. That was an outright lie.

When I heard what she had proclaimed, the realization hit me me like a brick... this woman was now committed to covering up the truth and harming me for no reason whatsoever. How can anyone be so abusive to a senior citizen, especially one working at a senior housing complex as she was?

The fact that I was at that time also facing a retaliatory eviction, the loss of my apartment at Marina Tower put me in the position for the first time in my life of having to live with the fear of becoming homeless.

After nearly a year of failing to get my current landlady to replace a missing smoke detector, I reported her to the fire department, which I only did after she had complained for two months that she didn't like my complaining and told me I could move out if I weren't happy.

These two setbacks was more than I could cope with that fateful day of April 1st, 2010. I needed to be taken from the office of the Area Agency on Aging and taken to the hospital by ambulance. I had to screened to be certain that I as not so depressed that I might seriously consider killing myself. In all that excursion took almost two days.

When I got home from the hospital I happened to tell my neighbor Nathan my horror story and he said the similar thing happened to him and the handicapped friend he helped get there. He told me that he had a hard time getting answers to questions from LaNesha. He said she's, "one Mama you don't want want to screw with Alan."

The staff at Marina Tower sent me an official cause for rejection letter that was completely baked and falsified. It was done so poorly that it failed to meet their own rules and criteria for rejection. It even failed to account at all to calls that happened that April 1st . Now they say no calls were made that day at all, even though I have two witnesses that had discussions with them on my behalf that fateful day of April 1st. When I think of this happening on April Fool's Day, I don't know whether to laugh or cry, but they picked the wrong fool this time.

I have experience in journalism, investigative reporting, public relations, environmental activism and education, public interest advocacy, organizing and lobbying for Common Cause as well as working with its founder John W. Gardner who also headed the Department of Health, Education and Welfare in the Johnson Administration. Before his death John had retired from Common Cause, returned to California and spent his last days as a consulting professor at Stanford University. We had a short reunion after I moved to California in 1997.

I would also like to point out that the Department of Health, Education and Welfare, was rooted in the ideals set forth in President Roosevelt's New Deal, first conceived and drafted by my grandfather in an essay called The Dream of Prosperity. The Butterfly Gardeners Association that I founded and incorporated in the state of Pennsylvania in 1993 and its daughter project Musicians and Fine Artists for World Peace now has members in 65 countries. It is a movement focused on promoting peace, nonviolence, justice, election reform, respect for cultural diversity, the ending of abuse of any kind and ending corruption and waste in government. In other words, its all about raising global consciousness. The plan, originally outlined in the book Butterfly, is now the most widely discussed and most quoted model for global transformation in the world.

That just two misdirected people could at this late stage of our evolution bring a halt to our hopes and dreams and 17 years of hard work is nothing less than a travesty.

I filed a complaint with the U.S. Department of Housing and Urban Development through Congressman George Miller's office for an investigation. This was my first course of action in hope of getting some justice besides from going to the media or filing a civil suit in court.

It took some time to convince the VP of the John Stewart Company, Loren Sanborn, to meet with me. The John Stewart Company is the national firm that manages the employees at apartments and senior housing centers around the country, including Marina Tower.

I believe the main reason she has now agreed to meet with me on Monday, July 12, four days from the writing of this report , was not because of the complaint to HUD but because I mentioned I would go the media. The media work that I did as publicity director for Common Cause PA helped establish legislative reforms at both the national and state level such as the Sunshine Law, open government, the Freedom of Information Act, C-Span, finance disclosure, lobbying disclosure and many other hard won reforms in the post-Watergate era. It is media exposure those that have committed crimes and abuses with fear the most.. How can you cover up a crime when it sees the light of day?

I also now have knowledge from a member of the Vallejo City Council that new legislation is in the works to deal with the John Stewart Company as a public nusiance as well as a lawsuit over what was described to me as their bullying tactics. I will add details about this after this week's City Council meeting where I plan to speak.

Besides my publicity work with Common Cause, I considered myself a freelance journalist working for the public interest (I never sold a story or sought compensation) with over 100 feature stories and significant news events to my credit, the first of which coincidentally involved the senior abuse I reported working in the research ward of the psychiatric division of one of the most prestigious medical facilities in New York City.

My first complaints (which specified both what they had to immediately stop doing and exactly what would be the consequences if they did not) were met with anger and denial. I was even reprimanded for not following orders at a staff meeting. In the end, their failure to act lead to the death of that patient. I was actually fired when I blew the whistle on them and reported the incident to the hospital administrator. He asked me to bring him the patient records. I then got fired by my lab director for taking the files, the very files the hospital administrator asked me to bring him. In the end they lied up and down the chain. The hospital administrator who I reported the abuse to, would deny I had ever reported any abuse or ask me to bring him any files. That administrator even showed up at a hearing to fight my right to get unemployment insurance.

In the end my actions lead to the loss of funding for that lab and its eventual closure. The abuse that was occurring there would one day be headlined in a New York Times expose (I think under the heading CIA Mind Control Experiments Revealed) and in my local paper under the headline Documents Reveal Extent of CIA's 25-year Mind-Control Research. (You can't find these stories using the headlines on Google as it was before newspapers were online but you will get some info on the project. A copy of this article can be found below. You can find more info about this with a Google search for Project MKULTRA. What's funny is that I believe recalling their logo was a monarch butterfly. Very interesting...)

I'd like to add that at that time I had no knowledge that the funding for my paychecks may have been coming from the CIA through the National Institute of Health nor of the nature of their experiments. I just ran the laboratory, developed the testing procedures and designed, built and patented the test equipment used to analyze the blood samples sent to me from at least two research facilities for plasma and urinary corticosteroid levels.

Now that I got that all off my chest, I hope Ms. Sanborn chooses to take the right course of action. If there is the slightest chance that I am telling her the truth, then her employees might be abusing others as they did me. She has to investigate the mistakes her employees wrote that can't be documented, look into the facts of what I wrote that can be documented, listen to my witnesses, determine of there was any wrongdoing or violations of law and if so, reprimand, punish or fire those responsible and finally, undo the harm this has caused me and offer me a settlement.

She can do no less. As an executive of a large management firm, wrong action will reflect badly on their management skills, get them more victims, more bad press, more law suits and clientele loss. Taking no action or inappropriate action in the light of overwhelming evidence (as claimed in Vallejo by City Council) will only add to any judgment that a jury would award. Considering the injury and suffering I have endured personal, including having to suspend most of the activities I have performed faithfully for the last 17 years for our organization and community, including our Bay Area Events Calendar, newsletters, membership recruitment and the West Coast. tour we planned starting in the Bay Area, the award could be quite substantial.

Its absolutely incomprehensibly that one person can choose to create such harm to another person's life, How could they ever think they could not only cover up and bury the truth but the victims as well. it ludicrous to believe at this point that The John Stewart Company can continue telling me that some negative comment in my housing application (one that I can not even see and check for accuracies) has ruled out giving me a fair and expeditious reevaluation. I was told that the meeting is not about considering changing their position, How can they say that? We haven't talked, they haven't seen my complaint to HUD and they haven't seen or read my correspondence. They didn't even accept getting copies of my complaints, my letters or those I have received in my support. (soon to be up for your reading pleasure).

I was actually expecting a sincere apology and being offered an apartment in any of the other properties they manage. I thought that we would be discussing such an offering to limit any future liability they could face in a civil suit.

In what world or reality are we in where an obviously vindictive landlady angry about my reporting of one missing smoke detector and engaged in retaliatory eviction ... yes, in what world can she have more influence and be more plausible than a letter from a Congressperson such as Barbara Lee or Dennis Kucinich or Vice President Al Gore?

I will point these out below. She just needs to check the phone company logs to see that denying that they called me April 1st was an outright and provable lie. Any investigator at all should be able to close this case. It wouldn't take a rocket scientist and I am sure the have in-house personal with the skills to expose the outrageous actions of some its its personnel. will I have already heard that other seniors have been abused as well.


Subpoena Violated by Marina Tower

On July 15, 2010, I obtained a subpoena from the Solano County Superior Court for the 911 records of my call to police about the disturbance at my home on April 6 caused by Gian Singh and for the malicious letter of reference that Qin Gooch sent to Marina Tower. The subpoena for the latter was addressed to LaNesha Smith and Zelia Angele, the assistant manager and manager of Marina Tower respectively.

The reference letter from Qin Gooch is false and malicious and, according to Lauren Sanborn the VP of the John Stewart Company that manages Marina Tower, states that Mr. Moore has not paid his rent on time, has damaged her property and has threatened or intimidated her as well as other things.

I have records to prove that I have paid my rent on time, have actually done all the maintenance in the home from lawn care, landscaping, painting and cleaning for no pay and have never threatened or intimidated her in any way except in threatening a civil suit for her retaliatory eviction attempt and for libel concerning her false and malicious reference that is preventing me from getting housing so I can move out.

I want to note that her letter of reference that I want subpoenaed helped prevent me from moving to a three room apartment that would have saved me $150 monthly and forced me to continue to live in one room of her house. I now also face eviction for illegally retaining that room because I have nowhere else to go until she agrees to give me a good reference.

I do have a letter from the fire department that proves I went there about one month prior to her 60 notice to move.


I arrived at Marina Tower to serve the subpoena at approximately 1:30 PM on July 15 and presented the subpoena to Zelia Angele who told me to put it in the mailbox slot. I told her I had to present it to a person named on the subpoena and she refused to accept it telling me a third party had to present it to her. I told her that was not the case and added that the subpoena said, "Disobedience of this subpoena may be punished as contempt by this court. You will also be liable for the sum of five hundred dollars and all damages resulting from your failure to obey."

I called up my friend Cathy Meadows to meet me at Marina Tower and we returned to serve Ms. Angele the subpoena which she again refused, even though she previously told me a third party would have to serve her. I stood outside her office with Ms. Meadows and Ms. Angele said she would call the police and charge me with trespassing. I asked her to please do call the police and left a message about what had just occurred for Ms. Loren Sanborn, the VP of the John Steward Company, the management company for Marina Tower.

I went out of the office for a few minutes and returned to leave the subpoena. This time LaNesha Smith was at her desk and opened her service window. Ms. Angele yelled at her to not take my subpoena as I tossed it on her desk. As we where leaving Ms. Meadows told me that LaNesha had thrown the subpoena out of her office and onto the floor of the lobby.

I called back the John Stewart Company and spoke to Ms. Sanborn's assistant and told to contact their employees at Marina Tower to retrieve the subpoena they had thrown to the floor. She told me the subpoena should have been sent to their office in San Francisco.

On the morning of July 16, I returned the proof of service for the subpoena to which was attached the forgoing statement.

On July 16 Ms. Sanborn' wrote a letter to me and claimed the subpoena "was a false document" even though it was filed and ordered by the Solano Superior Court. The John Stewart Company is now ion contempt of court as well as their other crimes. I even heard that the City of Vallejo considers them a public nuisance and they also have been accused of using bullying tactics against tenants.

I would like to point out that Marina Tower said I could not ever reapply there because of Gooch's letter, even if she rescinded it or it was ruled to be false and malicious in a future civil trial. I believe these remarks not only violate the Fair Housing Rules, but their own company policy and demonstrates the extreme prejudice they have shown towards me during the entire application process.

It was suggested to me by Legal Services of Northern California that I seek a lawyer from a prominent legal firm in San Francisco as my complaint involves senior abuse and basic human rights and may lead to a class action suit.

Below is most but not all of my case. Some of their newest is claiming I can never apply there again no matter what the outcome in court of any liable claim I make in defense of any deliberately false or malicious statements made against me. If any think in my record is proven untrue or written to cause me injury, then their statement is nothing less than an affront to our law and even contrary to the constitution itself. Have I not earned my right to life, liberty and the pursuit of happiness after all of my public service?

Dear LaNesha Smith

On Monday 3-29 I got a call from you that I my apartment on the 11th floor was available and I asked how much time I had to come see it. You said by Friday and I asked for a confirmation that Friday was the latest. On Wednesday 3-29 I called your office to and left a message on your answering machine that I would be there at 1 pm.

On Thursday 4-1, I received a call from you to come down and see the apartment right away. This we both agree too. I asked what happened to the Friday appointment and did not get a reply. I said I left a message the day before confirming our Friday appointment and you said you did not get that message. I told you I would be right down and asked how many days from today would I have to sign a lease. I thought you were checking to see as I didn't get a reply and then found that the call was terminated. I sometimes have a call get dropped and had no idea how much of what I was saying you heard.

I called right back after that and said I think my cell dropped the call and I didn't have any idea at what point in our conversation you stopped hearing me. I repeated in that call to you that I was on my way down and the one question I asked before ... how many days from today day do I have to sign the lease by.

Your reply was that my application was just terminated and their are lot's of people that what to move in immediately. I have no idea why you would call me to see the apartment one minute and terminate the application the next.

I came down and went to the senior center across the plaza and had Deborah Dockter call you on my behalf. You did confirm to her that you called me that day but you also told her that you told me I was terminated, but that was said when I returned the call to you after we got disconnected. You never told her that you called me previously to come down.

On 4-7 I came to your office with your letter dated 4-1 and post marked 4-2 that I just opened that day. We went over what I agreed with and what I did not. We also went over the dates of phone calls. You said that I got a call from your office on Wednesday 3-29 but this is not correct. That was the day the only communication between us was my call to you confirming Friday's appointment that was left on the answering machine.

You mentioned in letter that on Monday 4-1 I had asked some questions and that I was supposed to come down on Tuesday to go over them. The only question I asked Monday you answered that day on the phone when you told me to be there by Friday. There were no questions other than that and we never arranged to meet on Tuesday as your letter stated. In fact your letter did not say that I was terminated for missing a Tuesday appointment to see the apartment at all. All I knew at that time was that I made an appointment to see you on Friday.

In fact, your letter never mentioned anything about the calls on Thursday to come down that day nor did it specify what appointment I missed to see the apartment at all. Both my lawyer Robert Plath and Deborah Dockter at the Area Agency on Aging had a conversation with you concerning Thursday's call so how could that have not been in your denial letter at all.

Please check your phone records for outgoing and incoming calls to confirm all the facts I have stated. If you can only get a record of your outgoing calls, I can get one for the call I returned to you Thursday after we got disconnected. That call was at 11:58 am and I already checked with my phone company that they can provide that proof.

I would like you to know that after Deborah Dockter called you and failed to get this straightened out I collapsed on the floor and had to be taken by ambulance from her office shortly after 12:30 pm that day. I was hospitalized for two days before being released.

Also, the first appointment to see an apartment was for the one on the second floor. You did show me that on the day I was to come down. I only got there late and by that time it was promised to someone else and you told me the next one available would be on the 11th floor. There is nothing in your letter specifying any second appointment that I missed to see the apartment that I failed to make, except some appointment to answer some questions which had nothing to do with seeing the apartment at all.

In summation:

1) I dispute that I ever had an appointment for Tuesday.
2) I dispute that I ever got a call from your office on Wednesday, but made one to you.
3) I did get a call from your office on Thursday and said I would be there, so why is that not mentioned in your letter?
4) I never got an explanation of what happened to my Friday appointment that was confirmed three times.
5) What were specifically the two offers for seeing an apartment that I failed to make? I was just late for the first and ready to come down both Thursday and/or Friday as told to me on two different occasions.

I also came down to the office on Thursday and asked the manager about the 14 days I had to appeal. Was it from the date of the letter, the date it was post marked or the date I got to read it. I only wanted to get this clear as I was in the hospital for two days and didn't actually open it till today. She told me to come down on April 23 at 10 pm. Being that was already past the 14 day appeal deadline and I just wanted to get a written confirmation that on the 23rd I wouldn't be told I failed to make my appeal in time. I didn't think that was such an affair request to make? All I got was a post-it for the time and date, which was no assurance at all. I am concerned that your office has not only made inaccurate statements in your letter but has given me appointments that there are no records of. Showing both courtesy and patience to seniors when responding to their simple questions is something that I see lacking in your office from what I heard from others. For example, when I told my neighbor about what happened to me last Thursday he told me of a similar experience he had. He said he helped bring a disabled senior friend of his there and got a hard time getting answers from you in specific. He said you were very efficient but acted in a way that was disrespectful to seniors.

I will reapply if for any reason this appeal is not granted. I will consider other legal means to voice my objections if necessary, be they with the owners of Marina Tower, HUD, the court or by contacting Jerry Brown, the Attorney General, whom I worked with both on his campaign and inaugural committees. I already contacted my friend Barbara Lee through her office in Oakland and Van Jones at the Ella Baker Center for Human Rights, both of which are members of my organization. I also just spoke to Congressman George Miller's office and they said they will look into this matter if this appeal is not accepted.

I want to emphasize that I am not saying this to be a trouble maker but out of concern for other seniors that might have been hurt or felt abused by such treatment. I would also point out that I have been involved with programs I have offered for seniors at senior centers, psychiatric hospitals and at centers for ab use women. I was even planning to offer your the seniors at Marina Tower a performance by our members in your day room after I moved in.

Addendum of May 25, 2010
On April 6 my roommate began to trash my room and I had to call the police. On May 7th he began trashing my things again and when I tried to stop him he broke my finger and fractured another bone in my hand. My hand is in a cast until June 16th. None of this would have happened if I had been able to move to Marina Towers as planned.

Thanks George and Barbara for your help with my complaint to HUD about the abusive treatment I received during the application process for an apartment at Marina Tower in Vallejo. That experience was so horrendous that it resulted in me being taken away in an ambulance and hospitalized for two days. They were concerned that I was feeling suicidal. I was told that I was mumbling about killing myself when I was on the gurney in the emergency room, much of which I can't remember.

What I kept thinking about afterward was that if this could happen to me, a person with a strong constitution and the ability to take care of not only myself but others, what might those with disabilities and weak constitutions be going through if this was endemic. In fact, when I mentioned this to a neighbor when I got back from the hospital he told me of his experience. He said he helped bring a disabled senior friend of his there and got a hard time getting answers from LaNesha Smith, the assistant manager at Marina Tower, the same person that rescinded my apartment for asking a simple question -- "How many days do I have to sign the lease?" He said Ms.Smith acted in way that was disrespectful to seniors and as if she owed the place. Even my girlfriend told me she has heard horror stories about this women for years.

Marina Tower also denied me the right to see my file or the letter from Qin Gooch, my present landlady, to see if it contained any inaccurate information. That letter was used as an excuse to deny my appeal. They said that information was private. When I told Ms. Gooch on July 5th that her letter was the reason I lost my apartment, she began to tell me that it wasn't and cited details about my application that were supposed to be private.

If I had my apartment already approved on April 1st, how can a letter from Ms. Gooch dated April 24th be grounds for denial. That letter suddenly is in my file just six days after I presented my appeal to them. There can be no doubt that Ms. Gooch and Marina Towers had a conversation in which they discussed my case, shared that personal information and conspired to have the April 24th letter fabricated as a reason to deny my appeal.

I have still not head back from a HUD investigator. Since this has been going on for sometime and has happened to who knows how many others, please try to get some quick action. Elder abuse at a senior apartment complex cannot be tolerated and needs to be rigorously investigated and acted upon so as to prevent any future injury to others.

I have come to work with seniors and some abused women during the last 17 years, so experiencing elder abuse personally on the day of my sixty-fifth birthday is rather unsettling.

Whereas, The Butterfly Gardeners Association, headed by Alan Moore of Allentown, is being recognized and honored for its inspiring work in raising global consciousness and promoting environmental stewardship, education, conservation and world peace through the symbolic beauty, transformation and life of butterflies. The Butterfly Gardeners Association was created in 1993 by Mr. Moore to promote an understanding and appreciation of butterflies. But the organization has a much deeper meaning, which is to promote world peace and a more peaceful, productive society by uniting people all over the world using butterflies as a catalyst for love, peace, teamwork and global understanding. Thousands of volunteers have spoken throughout the country on the importance and beauty of these creatures, and they have been an outspoken advocate of building butterfly gardens and sanctuaries; and

Whereas, Dedicated members of the organization have planted butterfly gardens at nursing homes, hospitals, churches and schools throughout the country and created the largest butterfly garden in Pennsylvania at Bushkill Elementary School. They have also coordinated hundreds of butterfly releases at numerous events, including the Earth Summit held at the United Nations in June 1997. These simple, beautiful creatures touched the life of one man, who in turn has worked diligently to motivate thousands of people into working together peacefully to save the planet and promote harmony and understanding throughout the world.

Now therefore, the House of Representatives of the Commonwealth of Pennsylvania pays tribute to the Butterfly Gardeners Association for their extraordinary and devoted work, which is truly an example of how a group of inspired and dedicated citizens can make a real difference in our society; offers best wishes for success in all future endeavors;

And directs that a copy of this citation, sponsored by the Honorable Charles W. Dent on August 4, 1997, be transmitted to Alan Moore, Butterfly Gardeners Association, 1021 North Main Street, Allentown, Pennsylvania 18104.

Butterfly Berkeley Earth Week

WHEREAS, The Butterfly gardeners Association, founded by Berkeley resident Alan Moore in 1993, was established to promote an understanding and appreciation of butterflies and advocate the building of butterfly santuaries; and

WHEREAS, The organization has expanded its origional mission to include the promotion of environmental stewardship, global consciousness, education, conservation, teamwork, peace, and love by using the symbolic beauty, transformation, and life of butterflies; and

WHEREAS, Dedicated members of the association have planted butterfly gardens in nursing homes, hospitals, churches and schools throughout the country, created the largest butterfly garden in the State of Pennsylvania and coordinated hundreds of butterfly releases at distinquished events, including the Earth Summit held at the United Nations in June 1997;

WHEREAS, The Butterfly Gardeners Association has mobilized over 2000 school children and their teachers throughout the East Bay and Berkeley to raise butterflies and facilitated their participation at local Earth Day events.

Dear Dr. Adams,

I read that you are coming to Berkeley to participate in a fundraiser on Sunday, June 27, 1999, at the Berkeley Community Theater which I understand will benefit Wavy Gravy's Camp Winnarainbow, the Middle East Children's Alliance, "Saving the Planet" radio, KPFA, and the Institute for Health and Healing. Your celebrity is sure to make this a successful effort.

I would like to commend and congratulate you for your work in providing and promoting free medical care for uninsured and underinsured patients and for bringing fun, friendship, and the joy of service back into health care at your now famous Gesundheit! Institute.

In my own small way, I have been working with others to find ways for the uninsured to receive needed health care. This has resulted in the weekly provision of a wide variety of medical services for the unissued here in Berkeley. We still have a long way to go before the needs of our residents are met, but we will keep trying. It is my dream that quality health care will be available for every Berkeley resident.

Mr. Alan Moore, the City's delegate for the presentation of the Peace Candle to Secretary General Kofi Annan at the United Nations July 10 of this year, tells me that you are a patron of the Global Initiative's World Peace Candle, which represents the wish of people of the world to abolish nuclear weapons. WHEREAS, the City of Berkeley supports proposals to promote peace and justice and helps to publicize such actions in the community; and

WHEREAS, the City of Berkeley adopted the Nuclear-Free Berkeley Act which opposes the use and proliferation of nuclear weapons; and

WHEREAS, the Council of the City of Berkeley on March 31,1998 approved the Butterfly Gardeners' Earth Proclamation which is a call to global peace now so that may peace prevail on Earth!,

WHEREAS, the World Peace Candle, now in Switzerland and in the possession of the Global Initiative, represents the wish of the people of the world to abolish nuclear weapons as the first step toward world disarmament; and

WHEREAS, the World Peace Candle will be presented to the Hague Appeal for Peace this May and will be taken back to the United States with a Bay Area delegation comprised of members from the Butterfly Gardeners Association and other Bay Area peace organizations; and

WHEREAS, the Butterfly Gardeners Association have made great strides in bringing people together to promote world peace and establish butterfly friendly gardens in Berkeley and neighboring communities; and

WHEREAS, the Butterfly Gardeners Association, the San Francisco Pilot Millennium People's Assembly, and the Millennium People's Assembly Network has answered Kofi Annan's call to organize a Millennium People's Assembly for the year 2000 as part of the United Nations Millennium plans; and

WHEREAS, the World Peace Candle will be presented at Bay Area ceremonies before it joins a Global Peace Caravan for a tour across the United States which will leave the Bay Area in June and arrive at the United Nations by July, 9 1999

WHEREAS, the World Peace Candle has never been lit and has been waiting since the spring of 1995 to be presented to Kofi Annan, Secretary General, and the United Nations. It would be lit only after all nuclear weapons are abolished; and

WHEREAS, the World Peace Candle will hopefully have its own room at the United Nations and serve as a constant reminder of our hope to abolish nuclear weapons; and

WHEREAS, Global Initiative has asked Alan Moore, Berkeley resident and member of Berkeley's Peace and Justice Commission, to organize the presentation.

NOW THEREFORE, BE IT RESOLVED that the Council of the City of Berkeley joins Mayor Willie Brown of San Francisco in endorsing and supporting the goals of the World Peace Candle and designating Alan Moore as the City's delegate for the presentation of the World Peace Candle to the Hague Appeal for Peace and to Kofi Annan, Secretary General of the United Nations, on Saturday, July 10, 1999, at the United Nations.

WHEREAS, the Butterfly Gardeners Association, the Pilot People's Assembly, the People's Millennium Assembly Network, and the Global Peace Walk have made great strides in bringing people together to promote world peace; and

Swiss President Flavio Cotti takes Torch of Hope

The Swiss Peace Candle, welded of weapons, stands in the middle of Berne, the capital of Switzerland, at the "Kornhausplatz". It was brought there on Friday, Sept. 11, 1998, for the big feast for Switzerland´s 150th bithday. It is about three meters high. The basic structure are cannon barrels donated by the Swiss Military Department, there are twisted guns and other parts of weapons. There is also a sculpture of a prisoner inside it who cries for freedom. On top there is a tank with a big wick which is so strong that it also burns in rainy weather. For the time of the three days feast, the sculpture in the form of a candle was lit.

The Swiss TV reported about the candle; the young representatives of the Global Initiativeand the artist were interviewed, and some newspapers and the radio reported as well. On the second day of the feast, President Cotti visited the candle. He was photographed by some news agencies (keystone) and the press in front of the sculpture and it was reported in the media that he found this work of art "a good idea".

On the following weekend, the committee of the Global Initiative presented the "Torch of Hope" to Mr. Cotti at an NGO conference. Four of the five members are under 20 years old. The torch of hope has been held by the pope, the Dala Lama and many presidents of this planet and has especially been sent to Switzerland from California for this occasion. Vice President David Schmitter, 17, has written a scene for the presentation of the torch. David played the role of a fool who introduced the torch. An optimist and a cynic gave their commentaries concerning hope, and in the end Mr. Cotti took the torch. He promised that he will light the candle in Berne with it. This will happen soon, and preparations are made to create a meaningful ceremony at this occasion.

The Global Initiative co-operates with Alan Moore of the Butterfly Gardeners Association (BGA) in California for the important project of presenting the "World Peace Candle" to Mr. Kofi Annan, Secretary General of the UN, on Saturday, 10th July 1999. It is planned that one of the young representatives of the Global Initiative will come to New York at this occasion.

The UN is asked to provide a room for this candle. This candle which has been bought in 1995 by Dr. Roland Schutzbach, the founder of the Global Initiative, and his daughter Franziska Schutzbach, shall be lit as soon as there are no more nuclear weapons on this earth.

It is about 70 cm high and made of metal and glass.

Our Word is Hope

With two powerful actions the Global Initiative will underline its demand for worldwide disarmament: On the feast of Switzerland's 150th birthday, Sept. 11-13, young artists will weld a "Peace Candle" made of weapons. One week later young people will hand the "children's torch of hope" to Swiss president Flavio Cotti in Brig, Swit-zerland.

The Swiss Peace Candle is already under construction in a workshop near Berne. A 23 year old artist is working with cannon barrels which have been given by the Swiss Military Department. 20 year old Jonas Abplanalp has organized the project in order to strengthen the peace work of the Global Initiative.

Switzerland is the first country with such a sculpture; peace organizations are already interested to build similar peace candles in other countries.

The Global Initiative asks the Swiss Government to join the "New Agenda" released in June 98 by 8 states including Ireland, Sweden and Mexico. The eight states demand total nuclear disarmament.

At the "Forum 98 Brig." Sept. 18 and 19, the Global Initiative will, in the name of civil society, hand over the "Children's Torch of Hope" to Swiss President Flavio Cotti. The torch has been brought from North America and has been in the hands of presidents, kings, the pope, the Dalai Lama and millions of individuals. At this occasion, Mr. Cotti will be asked if Switzerland is ready to join the New Agenda. Also, Mr. Cotti will be asked if he is willing to light the Swiss Peace Candle in Berne with the Torch of Hope. The meeting with Mr. Cotti will be accompanied by a little theater scene and a song performed by the committee of the Global Initiative, mainly young people.
